B. Joyce Parker, PE, MSEM

Joyce Parker is the President of JBP Engineering, Inc. She has over 15 years of experience in design and permitting of land development, utility, and environmental projects, project management, and municipal plan review. Ms. Parker’s experience as a project manager in the private sector gave her the opportunity to manage and complete projects as time and cost efficient as possible. In addition, her municipal plan review experience helped her understand permitting challenges for both developers and residents. This experience also allowed her to understand common design issues faced by engineers.

Ms. Parker completed her Bachelor of Science in Civil Engineering degree from University of South Florida in 2006 and Master of Science in Engineering Management degree from Florida International University in 2021. She also received her Professional Engineer license in the State of Florida in 2014 and has worked with various City and County municipalities along with state agencies such as Florida Department of Environmental Protection, Florida Department of Transportation, and several of Florida’s Water Management Districts. Moreover, her diverse work experience has given her the opportunity to understand the intricacies of designing and permitting projects in the state of Florida.
